Certification and Qualification: To provide certified and qualified Merit Badge Counselors available to counsel scouts to earn desired merit badges. Certification requires each Merit Badge Counselor to be registered with the Boy Scouts of America and must under go a Federal background check. Re-certification of the Merit Badge Counselor is required yearly. Qualification for knowledge and ability to work with scouts from age 11 through 17 is required.

Who Can Be a Merit Badge counselor? Anyone who has reached the age of 18 can be a Merit Badge Counselor. There is no monetary cost associated with Merit Badge Counselor application. The adult, through vocation or avocation must know the topic well enough to make it interesting for the scout he/she is counseling.

Registration Process: The applicant for the position of Merit Badge Counselor must complete a current Adult Application to join Boy Scouts of America. The applicant is subject to a Federal background check. A completed Merit Badge Information Form is also to be completed and submitted along with the Adult Application.

Required Training: To strengthen the quality of the adult leadership of the Boy Scouts of America, certification of Merit Badge Counselors requires that the applicants have taken the Boy Scouts of America Youth Protection Training and Merit Badge Counselor Training. Unit leadership should be stressing to all merit badge counselors that they complete this training.

Youth Protection Training is available at Council sponsored events, and via the internet from the BSA web site (http://olc.scouting.org/info/ypt.html) and special District training events. A record of this training is kept at Council.

Merit Badge Counselor Training is available at Council sponsored events, District Round Table (2 times per year) or from District trained unit trainers (typically Unit Advancement Chairmen). Council trains the District and the District trains the unit trainer. A Merit Badge counselor may attend any one of these training offerings.
